This manager, often established by the contributing IEPs or stakeholders like ocean carriers, oversees daily maintenance and repairs.

Contributing IEPs are reimbursed for costs and receive compensation based on the number of chassis they provide. This model supports interoperability and broader access to equipment.

Motor Carrier–Controlled Pools

In this model, motor carriers own or lease the chassis, typically through long-term arrangements with an IEP. With direct control over the equipment, carriers handle maintenance, repairs, storage, and repositioning when the chassis is not in use. For customers, this means the carrier provides both transport services and the necessary chassis as part of a complete package.

The pool-of-pools model is a cooperative framework that allows multiple independent pools to interconnect. It allows carriers to pick up and drop off chassis at different locations, even if they belong to separate pools. While each IEP remains responsible for the maintenance and repair of its own chassis, interoperability across pools helps minimize inefficiencies and increases user flexibility.
